The display can shut the Orin down: ack first, systemctl poweroff 2 s later.
Refused without --allow-poweroff (only the Orin's unit sets it), without
confirm, or with another boot's boot_id (hello now carries it), so a resend
after the reboot cannot shut the next boot down. polkit grants the service
user logind's power-off; no passwordless sudo involved at runtime.

One socket on :7700 carries hello, heartbeats both ways (5 s timeout), 5 Hz
state snapshots of envelopes, and idempotent commands. 'mark' is forwarded to
the recorder's control socket. --mock synthesises degrading state flagged as
mock in every envelope; without it a client gets hello and heartbeats only.
Peers outside loopback, RFC 1918 and the tailnet are refused. Deployed on the
car Orin as yukart-gw.service.

Fails the build rather than letting a binary that cannot load reach the car,
and names the symbols responsible. Exit 2 is reserved for "could not check",
so a degraded run never reports success.

Replaces `type: default` — one value across every document, read by nothing,
so it discriminated nothing. Types are now reference, guidelines, plan and
report, applied to every markdown file with no exceptions for the hub.
Plans carry status and updated, reports carry date. REPOS.md already noted
that plans go stale and reports do not, but nothing made that visible: a plan
from months ago looked identical to one written today.
