ci: wire publish workflow to auto-wiki tech pipeline

Add .gitea/workflows/publish.yml as a thin caller of
novoyuuparosk-auto-wiki publish-tech.yml@master (SOURCE_REF + --all),
matching the ncmr-songs / ses-light-novel pattern. Add .gitignore and
flesh out README to describe the publishing behaviour and categories.

automation

Uses the novoyuuparosk-auto-wiki repository for automatic wiki publishing.

Posts publish at their bare title (no namespace prefix). Each published page automatically gets the following mediawiki categories:

Tech blog
Blog:${YEAR} derived from the date field (falls back to the publish year if no date)
${TAG} for each entry in the file's tags list

Only files with wiki.publish: true in their YAML header are published.
