Add .gitea/workflows/publish.yml as a thin caller of novoyuuparosk-auto-wiki publish-tech.yml@master (SOURCE_REF + --all), matching the ncmr-songs / ses-light-novel pattern. Add .gitignore and flesh out README to describe the publishing behaviour and categories. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>

# tech-blogs
Tech blogs.
Tech blog posts, published to the Novoyuuparosk wiki.
## automation
Uses the `novoyuuparosk-auto-wiki` repository for automatic wiki publishing.
Posts publish at their bare `title` (no namespace prefix). Each published page
automatically gets the following mediawiki categories:
- `Tech blog`
- `Blog:${YEAR}` derived from the `date` field (falls back to the publish year if no date)
- `${TAG}` for each entry in the file's `tags` list
Only files with `wiki.publish: true` in their YAML header are published.
### action triggers
- commit on `master` branch
- manual trigger (`workflow_dispatch`)
