This repo and novoyuuparosk-auto-wiki both moved out of the `mikkeli` account, so the reusable-workflow reference follows. Same owner on both sides means no cross-owner read gate on the private callee.

automatically gets the following mediawiki categories:
Tech blogBlog:${YEAR}derived from thedatefield (falls back to the publish year if no date)${TAG}for each entry in the file'stagslist
Only files with wiki.publish: true in their YAML header are published.
