ci: wire publish workflow to auto-wiki tech pipeline

Add .gitea/workflows/publish.yml as a thin caller of
novoyuuparosk-auto-wiki publish-tech.yml@master (SOURCE_REF + --all),
matching the ncmr-songs / ses-light-novel pattern. Add .gitignore and
flesh out README to describe the publishing behaviour and categories.
