ci: point publish workflow at the novoyuuparosk-wiki org

This repo and novoyuuparosk-auto-wiki both moved out of the `mikkeli`
account, so the reusable-workflow reference follows. Same owner on both
sides means no cross-owner read gate on the private callee.
