Add Gitea Actions stub workflow for auto-wiki pipeline

Calls novoyuuparosk-auto-wiki/.gitea/workflows/publish-songs.yml
on push to master (excluding wip/, README.md, .gitignore, .claude/).
References automation/songs branch during development — switch to @main
when that branch merges.
